but in order that fresh regulations, which

will apparently be much less drastic, may be

prepared.

It would appear desirable that this

question should be discussed at the Conference

which the Foreign Office have agreed to call to

consider instructions to be issued to the

British Authorities in China in the event of

further piracies, (see no 12 on 30016 D), as

the rescission of the present regulations must

depend om the general policy which it is pro-

posed to pursue in future. Further consideration

of this Ordinance should therefore be held over.

It it is desired to continue the regulations the

question will arise whether the Ordinance

should be disallowed or other instructions

should be issued to the Governor that no Order

under Section 5 bringing it into operation

should be made. The former would appear to be

the safer method. In any case when replying

to this despatch the Governor should be told

that he should not have introduced a measure

involving such a drastic change of policy in

which it was known that the Secretary of State

and the home authorities generally were closely

interested, without prior consultation with

the Secretary of State.
